Are you eligible for Croatian Citizenship?

If Croatian heritage runs through your family, you may have a pathway to citizenship.

Who is eligible for Croatian citizenship?

Who is eligible for Croatian Citizenship by Descent – Article 11 explained

If you are the descendant of a Croatian emigrant who left the territory of the Republic of Croatia before 8 October 1991 with intent of permanently living abroad, then you may qualify for citizenship by descent.

The legislation that covers this is Article 11 of the Croatian Citizenship Act. This allows for descendants of Croatian emigrants to acquire Croatian citizenship without having to live in Croatia or renounce their current citizenship (subject to the laws of their country of citizenship).

Eligibility can depend on your family history, the circumstances of your ancestor’s emigration, and whether the relevant requirements are met.

Understanding where you fit is the first step towards exploring your potential pathway to Croatian citizenship.

Individuals with a Croatian Ancestor

If a parent, grandparent or earlier ancestor emigrated from Croatia, your family connection may provide a pathway to Croatian citizenship by descent. We can help verify your ancestral ties to Croatia through systematic research of official records, family documents and historical data.

Spouses of Eligible Applicants or Croatian Citizens

If you are a Croatian citizen or are eligible for Croatian citizenship by descent, then your spouse can also have a pathway to citizenship. We can assess your spouse’s eligibility and the documentation required before guiding you through preparing the application (including coordinating your spouse’s application alongside your own where appropriate).

Children of Eligible Applicants or Croatian Citizens

If you are applying for Croatian citizenship and have children under the age of 18 (at the date of your application) they will be included in your citizenship application and will receive the citizenship automatically once you become a Croatian national by descent. Children over the age of 18 will need to submit their own Croatian citizenship application. We can identify the appropriate route for your child and manage the documentation and Croatian registration steps required to establish their citizenship.

Individuals Born in Croatia Who Emigrated

If you were born in Croatia and later emigrated, the first step is to establish whether you are already a Croatian citizen. We can investigate the relevant records in Croatia to confirm your status and, if you are not already a citizen, guide you through the process of applying for Croatian citizenship.

Questions about eligibility

  • Does where my Croatian ancestor emigrated affect citizenship by descent?

Yes. The destination of emigration can have a direct impact on your eligibility for Croatian citizenship by descent. The authorities consider where the Croatian relative moved, when the move took place, and whether it represented permanent emigration.

For many families whose relatives settled in North, Central, or South America, Australia, or New Zealand, the move clearly took them abroad. Cases involving immigration to former Yugoslavia, the Austro-Hungarian Empire, or other historical political unions may need more context because those moves were treated as internal relocation at the time.

This is why looking at the full migration journey matters. Understanding where the Croatian relative went, when they left, and whether the move was permanent helps show how Article 11 may apply to each case.

  • Is there a generational limit to apply for Croatian citizenship by descent?

No. There is currently no set generational limit to apply for Croatian citizenship by descent. The connection may go back several generations – what is important is that the family line can be clearly supported by records from one generation to the next.

As the number of generations increases, the paper trail becomes more important. Each generation needs to be clearly connected through records, and any differences in names, dates, or places should make sense across the family line. In practice, how far a claim can go often depends less on the number of generations and more on how clearly the family history can be documented.

  • Can I claim Croatian citizenship by descent if my ancestor never held a Croatian passport?

Yes. A Croatian passport is not required to establish eligibility for citizenship by descent. The application is built around the documented family connection to the Croatian emigrant and the circumstances of that person’s emigration, rather than whether your ancestor was a Croatian citizen and a passport was ever issued.

Other official records can help establish identity, place of origin, family relationships, and the connection between generations. The goal is to create a clear and consistent documentary trail that allows the Croatian authorities to understand the family history.

  • Is there a language requirement to apply for Croatian citizenship by descent?

No. Croatian language proficiency is not required for citizenship by descent under Article 11. However, the application still needs to be fully prepared for review in Croatia, which means the supporting documents must be submitted in the required form and accompanied by certified Croatian translations where necessary.

Our team can help coordinate this process, from communicating with Croatian archives and registry offices to arranging the translations needed for documents issued abroad.

Even though speaking Croatian is not a requirement for this pathway, we still encourage applicants to learn the language if they can. It can be a meaningful way to deepen the connection to Croatia, understand more of the culture, and feel closer to the heritage behind the citizenship journey.

  • Am I eligible for Croatian citizenship by descent if my ancestor was born outside Croatia?

Maybe yes. If the ancestor was born in a territory that is not part of the territory that is now the Republic of Croatia, Article 11 may not be the appropriate pathway. In those cases, another part of the Croatian Citizenship Act may be more relevant. Article 16 covers citizenship by belonging to the Croatian people, and it may be worth exploring when the family connection comes through an ethnic Croat ancestor born outside the current borders of Croatia. This pathway looks at a different type of connection, so family history and evidence of Croatian identity all become important. Salona Consulting can review the circumstances and help identify which pathway fits the family history most closely.

  • How long does it take to obtain Croatian citizenship by descent?

The estimated wait for Croatian citizenship by descent is around two to three years after submitting an application. Where you apply and how much review your case requires can affect this timeline, along with the authorities’ workload and requests for further documents.

Before submission, genealogical research may take two months or longer, depending on the information available. This includes locating your ancestor’s Croatian birth record and obtaining their birth certificate. Preparing the application can then take around four additional months, depending on where you apply and how quickly archives and registry offices provide the remaining records.

  • What documents do I need to apply for Croatian citizenship by descent?

Application documents for Croatian citizenship by descent need to establish the applicant’s identity, the direct family line, and the Croatian emigrant’s history. The exact list can vary by family and circumstances, but most applications include:

Birth certificates establishing the direct line of descent

    Marriage certificates (where applicable)

Croatian birth or baptismal records of the Croatian ancestor

    Evidence of emigration

    Background check or certificate

    Valid identification

    Completed application forms

Additional records may be needed depending on the family history and the countries involved. Documents issued outside Croatia may also need translation or authentication before they are ready for the application, so reviewing the full set of documents can help with establishing a clear and consistent picture.
